Sudan Academy for Communication Sciences, Arab Organization for Managerial Development sign Memo of Understanding - Rawan For Media Artistic and Production



Memorandum
of Understanding between Sudan Academy for Communication Sciences and
the Arab Organization for Managerial Development was signed here ,
Wednesday , in the presence of State Minister for Information, Yassir
Yousif who is current visiting Egypt.


Director
of the Sudan Academy for Communication Sciences , Dr Salwa Sidiq signed
for the Academy and Director of Arab Organization for Managerial
Development, Nasir Al-Qahtani signed for the organization.


Following
the signing ceremony, the State Minister for Information said that
Sudan is looking forward to cooperating with the Arab organization to
development media institutions in Sudan.


Afterwards,
the State Minister accompanied by Dr Al-Qahtani toured premises of the
organization and got acquainted with its work.


Dr
Al-Qahtani, in his part, said that the Memorandum of Understanding set
to put framework for cooperation between the two sides in area of
training , consultations , and conducting of researches.

S. Sudan, Sudan Agree to Peg Crude Pipeline Fees to Oil Price - Rawan For Media Artistic and Production



Transit
fees that Sudan charges its neighbour South Sudan will be based on
prevailing crude oil prices, a move away from a fixed fee, South Sudan's
petroleum minister said on Wednesday.

In
recent weeks, local media have reported of a growing standoff between
Sudan and South Sudan over oil transit fees, with the South wanting a
cut as the collapse in global oil prices mean transit costs sometimes
exceeded the price of crude.

Sudan
previously charged South Sudan about $24.50 a barrel in transit fees.
Benchmark Brent crude was trading around $33.30 per barrel on Wednesday.

The official Sudan News Agency reported in late January that Sudan had offered a fee cut, but gave no details.

The two countries' petroleum ministers met in South Sudan's capital Juba on Wednesday.

"When
we negotiate on ... fees in particular, that thing would not be fixed
... It will fluctuate up and down depending on the prices of the crude
globally," South Sudan Petroleum Minister Stephen Dhieu Dau told
reporters after meeting with his Sudanese counterpart, Mohammed Zayed
Awad.

Dau said the new fee would be agreed upon by a technical team in not less than one month.

"We
have agreed in principle but we need the technical people to work on it
and in a week to come we will reach the conclusion," Awad said,
declining to give figures.

Zika virus facts you need to know - Rawan For Media Artistic and Production



WHO says Zika virus is strongly suspected of causing birth defects and may infect 3-4 million people in the Americas.
What is the Zika virus?

Zika virus is a mosquito-transmitted infection related to dengue, yellow fever and West Nile virus.

Symptoms are mild and include fever, rash, joint pain and conjunctivitis (red eyes).

Just one in five people infected becomes ill. Hospitalisation is uncommon and deaths are rare.

How does it spread?

Zika is primarily spread through the bite of an infected Aedes species of mosquito.

Zika puts further strain on Venezuela's collapsing health system

Pregnant women can also pass the virus to their babies during pregnancy, but how and when this happens is unclear.

Those infected can pass the virus on through a mosquito bite for about seven days after infection.

There
are no reports of transmission through breastfeeding, but in a few
cases the virus has been reported to have been passed on through blood
transfusion.


Can it be caught through sexual contact?

Sexual
transmission of Zika is considered rare although health officials in
the US state of Texas have reported a case in which they say Zika is
likely to have been contracted through sex.


The individual infected had not been in Zika-affected areas, but a sexual partner had and suffered Zika-like symptoms.

Health
officials are now urging men to use condoms after travelling to areas
which have the Zika virus and to avoid having unprotected sex for six
months if they have had symptoms.


They say pregnant women should avoid contact with semen from men exposed to the virus.

Where is Zika?

The latest outbreak is in 25 countries in the Carribean, Central America and South America.

Past
outbreaks have been in Gabon, Egypt, Nigeria, Senegal, Sierra Leone,
Côte d'Ivoire, the Central African Republic, Cambodia, Micronesia,
Malaysia, Pakistan, India, Thailand, Philippines, and Indonesia.


How did Zika get to Brazil?

Nothing
has been proven, but Zika may have been brought to Brazil by
participants of the Va'a World Sprint Canoeing World Championships, held
in August 2014.


Athletes came from French Polynesia, New Caledonia, the Cook Islands and Easter Island.
Zika virus spreading: WHO declares health emergency

It
has also been suggested that Zika was brought by Asian tourists
attending the 2014 FIFA World Cup, raising concerns that the Olympics,
starting in Rio de Janeiro on August 5, will result in further spread
of the virus.


How is Zika diagnosed?

A blood or tissue sample from the first week of the infection must be sent to an advanced laboratory.

The
virus can be detected through sophisticated molecular testing that
seeks out the active virus, which lasts in the body for about a week.


Research
is being done to develop a rapid test which could look for antibodies
after a patient has recovered from the virus, making it possible to test
for immunity.


How is Zika treated?

There is no vaccine or specific medicine currently available and treatment is normally focused on relieving the symptoms.

Can a vaccine be developed?

A
vaccine is possible but development, testing and trials for human
vaccines normally take years and cost hundreds of millions of dollars.


A number of companies, including Inovio, Hawaii Biotech, GSK and Sanofi are developing or considering working on a vaccine.

Indian
company Bharat Biotech is reported to have applied for patents for
two possible Zika vaccines last year, but these must still be tested for
safety and efficacity.


Last year Sanofi received approval for the world's first dengue vaccine, which is closely related to Zika.
Zika emergency will force countries to cooperate

In response to the current outbreak it has launched a v accine research and development project to target Zika.

Until now it has been cautious about whether the dengue vaccine could be adapted.

"There
are too many unknowns about Zika to reliably judge the ability to
research and develop a vaccine effectively at this time," it said in a
statement.


What is microcephaly and how is it linked?

Microcephaly is a birth defect characterised by incomplete brain development and an unusually small head.

It
is a life-long condition with no cure or standard of treatment, and is
linked with conditions such as seizures, developmental delays and
intellectual problems.


Microcephaly is normally uncommon. In the US, there are typically between two and 12 cases per 10,000 newborns.

The
condition is being reported in the worst Zika-affected areas in Brazil
at dramatically higher rates: 100 cases for every 10,000, or one percent
of births.


Research
from Brazil has suggested there is a correlation between the location
and timing of this Zika outbreak and the increase in cases of
microcephaly, but there is currently no proof that the virus causes the
birth defect.


On
January 27, the Minsitry of Health in Brazil reported that out of 4180
suspected cases of microcephaly, only 270 had been confirmed, and of
these just six were linked to Zika.


This has given rise to the view that the number of cases and the scale of the problem has been misrepresented.

On
the February 1, the World Health Organization declared a global health
emergency in response to the growing number of birth defects and other
neurological disorders in Brazil and their possible link to the Zika
virus.

Scientists mull using genetically-modified mosquitoes to battle Zika

The WHO's Director-General Dr Margaret Chan says a causal link is "strongly suspected".

Why was the potential link between Zika and birth defects not previously observed?

In
areas where Zika has been active for decades, such as Central Africa
and Asia, most people are infected early in life, so the risk of
infection during pregnancy is small.


The population in the Americas has not had exposure to the virus until now.

This
means more women are now being exposed to the virus for the first time
during pregnancy, possibly increasing the risk of birth defects.


This
is why public health officials are telling women to avoid getting
pregnant, at least until they have had the virus, or Zika has been
brought under control.


Can GM mosquitos stop the virus?

British biotech company Oxitec has produced genetically modified Aedes aegypti mosquitoes by introduing two genes into its DNA.

One of them makes its eggs glow under UV light, helping with identification.

The other causes the mosquito's offspring to die.

Oxitec
says that by releasing the GM mosquitos into infected areas,
populations of Aedes aegypti can be reduced by more than 80 percent,
thereby reducing transmission of Zika.


Oxitec
says there is no way the mosquitos' modified DNA can transfer into
humans or other mammals and insects, but public fears over genetic
modification mean the technique is controversial.

President Al-Bashir to Inaugurate Um-Dabakir Thermal Power Station in White Nile State - Rawan For Media Artistic and Production



President of the Republic, will inaugurate Thursday Um-Dabakir thermal power station in the White Nile State.
In
a statement to SUNA, the Director of Projects at the Sudanese Thermal
Generation Company and Director of Um-Dabakir electricity project,
Engineer Mudhawi Abdul-Karim, said that the station is currently
operating with its maximum generation capacity of 500 megawatts.

He said that the cost of the project is 457 million dollars.

He
indicated that Um-Dabakir station is the biggest thermal power station
and contributed to the provision and stability of the electricity power.

The
Foreign Minister, Prof. Ibrahim Ghandour, received in his office
Wednesday morning a delegation of the External Affairs Council of the
Egyptian Ministry of Foreign Affairs, headed by Ambassador Abdul-Raouf
Al-Raydi, and discussed progress of the bilateral relations at the
people's level.

The
meeting discussed the cooperation between the Egyptian External
Relations and its Sudanese counterpart for bolstering the relations
between the two sister nations.

Meanwhile,
Ambassador Al-Raydi affirmed firmness of the relations between Sudan
and Egypt and the unity of the two peoples of the Nile Valley.

Prof.
Ghandour has discussed with the Egyptian delegation progress of the
relations between the two countries in different aspects, referring to
the important role of the two councils for realizing integration between
Sudan and Egypt.

It
is to be recalled that the delegation of the Egyptian External
Relations Council is visiting Sudan at the invitation of the Chairman of
the Sudanese External Affairs Council, Dr. Hussein Suleiman Abu-Salih,
toward consolidating the relations between the two councils.

Sudanese
Minister of Investment, Dr. Mudathir Abdulghani has announced that
President Al Bashir has formed a special council for Saudi investments
in Sudan and considered the formation of the council an enhancing step
for economic cooperation between the two sisterly countries in support
of further of such investments.

Abdulghani has received Tuesday in Khartoum the Saudi Businessman Sheikh Suleiman Al Rajhi .

Mudathir
said the President is personally following up Saudi investments and
continued to issue directives for providing all sorts of concessions out
of the outstanding bilateral relations between the two sisterly
countries, stressing that Saudi investments in Sudan have a clear impact
on the Sudanese economy.

Abdulghani
has hailed the efforts of Al Rajhi Group in the country and the
considerable progress of its agricultural and animal activities
including introduction of solar energy in the productive operation.

The
Minister has further called the group to go ahead with introducing
alternative energy in the production process along with speeding up the
project of processing dates in the River Nile as an important step
accommodating the big produce of dates and creating jobs opportunities.

He
disclosed that the technical arrangements of Al Rajhi agricultural
project in the Northern state as one of the crucial projects for
producing wheat.

He
renewed the call for the group to expand agricultural investment along
with the pledge of the Ministry to provide all facilities.

For
his part Sheikh Suleiman Al Rajhi announced that his group is planning
to produce wheat during the upcoming three years in a manner that is
sufficient to Sudan needs by a percentage of 50to 75%.

He outlined the need for gearing the potentials of the country to satisfy the need of food security for the Arab region.

He went on to say that he is seeking through his projects to create job opportunities.

The
Saudi investor stressed that he is also working towards realizing food
security and serving the local communities in a manner that will hold
high the value of investing in the agricultural sector to be of benefit
to the community.

He
further reviewed the progress of his investments in Sudan in the
agricultural and animal sector along with the group’s plan to develop
the experiment of alternative energy and generalize it in production
projects

Al
Rajhi has lauded the big assistance and support provided by the
Sudanese government to the investors from the Kingdom of Saudi Arabia
which reflects the deep rooted relations between the two countries and
will push forward more economic cooperation for realizing the initiative
of food security.

It
noteworthy that the Saudi Al Rrajhi Group has implemented a number of
agricultural investments in Sudan including the agricultural project of
efficiency at the River Nile State on an area of 300 thousand acres
producing wheat and fodder crops while the group is trending to expand
wheat production in the Northern State.

determining the joint interests and lifting of the American blockade on
Sudan to surpass its negative impacts on the national economy and the

Scientists in Britain have been give the go-ahead to edit the genes of
human embryos for research, using a technique that some say could
eventually be used to create "designer babies".

Less
than a year after Chinese scientists caused an international furore by
saying they had genetically modified human embryos, Kathy Niakan, a stem
cell scientist from London's Francis Crick Institute, was granted a
licence to carry out similar experiments.

"The
Human Fertilisation and Embryology Authority (HFEA) has approved a
research application from the Francis Crick Institute to use new 'gene
editing' techniques on human embryos," Niakan's lab said on Monday.

It
said the work carried out "will be for research purposes and will look
at the first seven days of a fertilised egg's development, from a single
cell to around 250 cells".

Niakan
plans to carry out her experiments using CRISPR-Cas9, a technology that
is already the subject of fierce international debate because of fears
that it could be used to create babies to order.

CRISPR
can enable scientists to find and modify or replace genetic defects,
and many of them have described it as "game-changing".

David
King, director of the UK campaign group Human Genetics Alert, has
called Niakan's plans "the first step on a path ... towards the
legalisation of GM babies".

Niakan
says she has no intention of genetically altering embryos for use in
human reproduction, but wants to deepen scientific understanding of how a
healthy human embryo develops, something that could, in the long term,
help to improve infertility treatments.

At
a briefing for reporters in London last month, she said the first gene
she planned to target was one called Oct4, which she believes may have a
crucial role in the earliest stages of human foetal development.

Bruce
Whitelaw, a professor of animal biotechnology at Edinburgh University's
Roslin Institute on Scotland, said the HFEA's decision had been reached
"after robust assessment".

"This
project, by increasing our understanding of how the early human embryo
develops and grows, will add to the basic scientific knowledge needed
for devising strategies to assist infertile couples and reduce the
anguish of miscarriage," he said in an emailed comment.

Vice
- President of the Republic, Hassabo Mohammed Abdul-Rahman, will lead
Sudan delegation to the Great Lakes Summit, scheduled in Angola during
February 8th-12th.


Hassabo,
while he was chairing in the Republican Palace a meeting about Sudan
preparation for the Summit with participation of representatives of
official and unofficial institutions, was informed on ongoing
arrangements and issues which will be discussed by the conference,
especially those of concern to Sudan.


The
State Minister for Foreign Affairs, Kamal Ismail, pointed out in a
press statement that the meeting tackled the agenda of the summit at
technical and ministerial levels as well as the level of the Presidents
and the agreements which would be reached and the procedural and
executive issues relevant to the Lakes institutions.

NCP Says It Is Too Early to Talk about Post-dialogue Government - Rawan For Media Artistic and Production



National
Congress Party (NCP) Monday said it is too early to talk about the type
of the government that will be formed to implement the outcome of the
National Dialogue Conference (NDC).

The
NCP was reacting to the conclusions announced by the head of Governance
Issues Committee Barakat Musa Hawati on Thursday 28 January 2016 when
he told reporters that a Government of National Reconciliation led by
President Omer al-Bashir will be formed to implement the resolutions of
the national process.

Commenting
on Hawati’s statements, NCP spokesperson, Yasir Youssef, said that it
is too early to speak about the resolution of the NDC on the form and
components of government during the post national dialogue period.

He
pointed that the outcome of the different NDC committees should be
examined by a five-member conciliation committee after what it will be
adopted by the national dialogue general assembly.

"Since
this General Assembly is the only decisional body, it is too early to
say that an agreement was reached on a national government or else. Even
if it is agreed at the committees’ level, the resolution remains
contingent on the vote of the General Assembly where any recommendation
should be endorsed by 90% of its members" he said.

الدولية والوطنية، إن الأوضاع الإنسانية في منطقة جبل مرة تحت السيطرة، وإن
عدد النازحين جراء العمليات نحو 200 أسرة في منطقتي طور وجلدو فقط، وليس
كما أوردته بعض الجهات.



وأضاف
أن حكومته ابتعثت وفداً برئاسة وزير وقف على الحقائق في أرض الواقع، ورصد
132 أسرة في منطقة (طور) و83 أسرة في منطقة جلدو، مشيراً إلى حرص وقدرة
حكومته على تقديم المساعدات الإنسانية لمواطنيها بالمنطقة.



وأشار إلى أن التمرد يستخدم أسلوب القهر في أخذ الأموال من المواطنين.

الوالي بوقف توقيع أي اتفاقيات فنية بين الوزارات والهيئات والمؤسسات
الحكومية والمنظمات الدولية والوطنية قبل عرضها للوالي وإبداء رؤيته، ليتم
فيها تحديد المسؤوليات وسد الثغرات، وتفادي الاحتكاك بين الحكومة
والمنظمات، وتجاوز الشك وعدم الثقة.



وطالب
المنظمات الدولية بإشراك المنظمات الوطنية، ووضع تعاملاتها المالية تحت
سلطة وزارة المالية والاقتصاد والقوى العاملة شرطاً لقبول ممارستها نشاطها
الإنساني داخل الولاية.



وأبان
أن المرحلة تشهد متغيرات أمنية واقتصادية كبيرة بالولاية، تتطلب تغيير
نشاط العمل الإنساني من تقديم الإغاثة إلى المساهمة في التنمية، حيث تبدلت
الأوضاع الأمنية إلى الأفضل، وتوسعت الرقعة الزراعية بفضل نجاح مشروع حماية
الموسم الزراعي، بجانب الخطة المقترحة من قبل حكومة الولاية لتطوير وزيادة
الإنتاج الزراعي بشقيه الحيواني والنباتي، وزيادة كفاءة الأداء الحكومي.




وطالب المنظمات بضرورة التنسيق مع الوزارات والمؤسسات والهيئات الحكومية
في تنفيذ المناشط وفقاً لخطة الحكومة في مجال التنمية والخدمات.

والتقى
الرئيس البشير خلال مشاركته في القمة الأفريقية وزير الخارجية السعودي
عادل الجبير، وبحثا عدداً من الموضوعات التي تهم البلدين والقضايا
الإقليمية والدولية.


وقال
البشير، في تصريح لموفد وكالة الأنباء السودانية، للقمة التي اختتمت
أعمالها في أديس أبابا، الأحد، إن مشاركة وزير الخارجية السعودي عادل
الجبير في القمة، يُعدُّ مؤشراً للدور المهم للمملكة في توثيق العلاقات
العربية الأفريقية.


وقال
الوزير السعودي عقب اللقاء إنه بحث مع الرئيس البشير قضايا التعاون
المشترك ومجمل الأوضاع في الإقليم والقضايا والملفات ذات الاهتمام المشترك
بين البلدين. ووصف اللقاء بالمهم والبناء.

State
Minister for Council of Ministers, Tareq Tawfeq Mohammed has
underscored keenness of Government of Sudan to establish firm relations
with the United Kingdom that based on strong historical ties that link
the two countries.


The
State Minister during a meeting with British Ambassador to Sudan,
Michael Aron at the Council of Ministers' General Secretariat , Monday,
indicated to the close cultural and academician cooperation between the
two countries that witnessed positive development during the past
period, expressing hope that areas of cooperation would be increased to
include all fields.


The
meeting reviewed the deeply rooted British parliamentary experiment and
how could be employed for boosting mechanisms of parliamentary work
between executive and legislative bodies.


The
British Ambassador, on his part, described the Sudanese parliamentary
experiment as pioneering , commending the deeply rooted relations
between Sudan and Britain and the atmosphere of national dialogue which
prevails the Country.
