Memorandum
of Understanding between Sudan Academy for Communication Sciences and
the Arab Organization for Managerial Development was signed here ,
Wednesday , in the presence of State Minister for Information, Yassir
Yousif who is current visiting Egypt.
Director
of the Sudan Academy for Communication Sciences , Dr Salwa Sidiq signed
for the Academy and Director of Arab Organization for Managerial
Development, Nasir Al-Qahtani signed for the organization.
Following
the signing ceremony, the State Minister for Information said that
Sudan is looking forward to cooperating with the Arab organization to
development media institutions in Sudan.
Afterwards,
the State Minister accompanied by Dr Al-Qahtani toured premises of the
organization and got acquainted with its work.

In
recent weeks, local media have reported of a growing standoff between
Sudan and South Sudan over oil transit fees, with the South wanting a
cut as the collapse in global oil prices mean transit costs sometimes
exceeded the price of crude.
Sudan
previously charged South Sudan about $24.50 a barrel in transit fees.
Benchmark Brent crude was trading around $33.30 per barrel on Wednesday.
The official Sudan News Agency reported in late January that Sudan had offered a fee cut, but gave no details.
The two countries' petroleum ministers met in South Sudan's capital Juba on Wednesday.
"When
we negotiate on ... fees in particular, that thing would not be fixed
... It will fluctuate up and down depending on the prices of the crude
globally," South Sudan Petroleum Minister Stephen Dhieu Dau told
reporters after meeting with his Sudanese counterpart, Mohammed Zayed
Awad.
Dau said the new fee would be agreed upon by a technical team in not less than one month.
"We
have agreed in principle but we need the technical people to work on it
and in a week to come we will reach the conclusion," Awad said,
declining to give figures.

The
virus can be detected through sophisticated molecular testing that

for immunity.
How is Zika treated?
There is no vaccine or specific medicine currently available and treatment is normally focused on relieving the symptoms.

vaccine is possible but development, testing and trials for human
vaccines normally take years and cost hundreds of millions of dollars.

operating with its maximum generation capacity of 500 megawatts.

Mudathir
said the President is personally following up Saudi investments and
continued to issue directives for providing all sorts of concessions out
of the outstanding bilateral relations between the two sisterly
countries, stressing that Saudi investments in Sudan have a clear impact
on the Sudanese economy.
Abdulghani
has hailed the efforts of Al Rajhi Group in the country and the
considerable progress of its agricultural and animal activities
including introduction of solar energy in the productive operation.
The
Minister has further called the group to go ahead with introducing
alternative energy in the production process along with speeding up the
project of processing dates in the River Nile as an important step
accommodating the big produce of dates and creating jobs opportunities.
He
disclosed that the technical arrangements of Al Rajhi agricultural
project in the Northern state as one of the crucial projects for
producing wheat.
He
renewed the call for the group to expand agricultural investment along
with the pledge of the Ministry to provide all facilities.
For
his part Sheikh Suleiman Al Rajhi announced that his group is planning
to produce wheat during the upcoming three years in a manner that is
sufficient to Sudan needs by a percentage of 50to 75%.
He outlined the need for gearing the potentials of the country to satisfy the need of food security for the Arab region.
He went on to say that he is seeking through his projects to create job opportunities.
The
Saudi investor stressed that he is also working towards realizing food
security and serving the local communities in a manner that will hold
high the value of investing in the agricultural sector to be of benefit
to the community.
He
further reviewed the progress of his investments in Sudan in the
agricultural and animal sector along with the group’s plan to develop
the experiment of alternative energy and generalize it in production
projects

Rajhi has lauded the big assistance and support provided by the
Sudanese government to the investors from the Kingdom of Saudi Arabia
which reflects the deep rooted relations between the two countries and
will push forward more economic cooperation for realizing the initiative
of food security.

noteworthy that the Saudi Al Rrajhi Group has implemented a number of
agricultural investments in Sudan including the agricultural project of
efficiency at the River Nile State on an area of 300 thousand acres

Britain Givers Scientists Go-ahead to Genetically Modify Human Embryos - Rawan For Media Artistic and Production
Scientists in Britain have been give the go-ahead to edit the genes of
human embryos for research, using a technique that some say could
eventually be used to create "designer babies".
Less
than a year after Chinese scientists caused an international furore by
saying they had genetically modified human embryos, Kathy Niakan, a stem
cell scientist from London's Francis Crick Institute, was granted a
licence to carry out similar experiments.
"The
Human Fertilisation and Embryology Authority (HFEA) has approved a
research application from the Francis Crick Institute to use new 'gene
editing' techniques on human embryos," Niakan's lab said on Monday.
It
said the work carried out "will be for research purposes and will look
at the first seven days of a fertilised egg's development, from a single
cell to around 250 cells".
Niakan
plans to carry out her experiments using CRISPR-Cas9, a technology that
is already the subject of fierce international debate because of fears
that it could be used to create babies to order.
CRISPR
can enable scientists to find and modify or replace genetic defects,
and many of them have described it as "game-changing".
David
King, director of the UK campaign group Human Genetics Alert, has
called Niakan's plans "the first step on a path ... towards the
legalisation of GM babies".
Niakan
says she has no intention of genetically altering embryos for use in
human reproduction, but wants to deepen scientific understanding of how a
healthy human embryo develops, something that could, in the long term,
help to improve infertility treatments.
At
a briefing for reporters in London last month, she said the first gene
she planned to target was one called Oct4, which she believes may have a
crucial role in the earliest stages of human foetal development.
Bruce
Whitelaw, a professor of animal biotechnology at Edinburgh University's
Roslin Institute on Scotland, said the HFEA's decision had been reached
"after robust assessment".
"This
project, by increasing our understanding of how the early human embryo
develops and grows, will add to the basic scientific knowledge needed
for devising strategies to assist infertile couples and reduce the
anguish of miscarriage," he said in an emailed comment.

February 8th-12th.

official and unofficial institutions, was informed on ongoing
arrangements and issues which will be discussed by the conference,
especially those of concern to Sudan.
The
State Minister for Foreign Affairs, Kamal Ismail, pointed out in a
press statement that the meeting tackled the agenda of the summit at
technical and ministerial levels as well as the level of the Presidents
and the agreements which would be reached and the procedural and
executive issues relevant to the Lakes institutions.

NCP Says It Is Too Early to Talk about Post-dialogue Government - Rawan For Media Artistic and Production
The
NCP was reacting to the conclusions announced by the head of Governance
Issues Committee Barakat Musa Hawati on Thursday 28 January 2016 when
he told reporters that a Government of National Reconciliation led by
President Omer al-Bashir will be formed to implement the resolutions of
the national process.
Commenting
on Hawati’s statements, NCP spokesperson, Yasir Youssef, said that it
is too early to speak about the resolution of the NDC on the form and
components of government during the post national dialogue period.
He
pointed that the outcome of the different NDC committees should be
examined by a five-member conciliation committee after what it will be
adopted by the national dialogue general assembly.
"Since
this General Assembly is the only decisional body, it is too early to
say that an agreement was reached on a national government or else. Even
if it is agreed at the committees’ level, the resolution remains
contingent on the vote of the General Assembly where any recommendation
should be endorsed by 90% of its members" he said.

The

أن حكومته ابتعثت وفداً برئاسة وزير وقف على الحقائق في أرض الواقع، ورصد
132 أسرة في منطقة (طور) و83 أسرة في منطقة جلدو، مشيراً إلى حرص وقدرة
حكومته على تقديم المساعدات الإنسانية لمواطنيها بالمنطقة.
وأشار إلى أن التمرد يستخدم أسلوب القهر في أخذ الأموال من المواطنين.

المنظمات الدولية بإشراك المنظمات الوطنية، ووضع تعاملاتها المالية تحت
سلطة وزارة المالية والاقتصاد والقوى العاملة شرطاً لقبول ممارستها نشاطها
الإنساني داخل الولاية.
وأبان
أن المرحلة تشهد متغيرات أمنية واقتصادية كبيرة بالولاية، تتطلب تغيير
نشاط العمل الإنساني من تقديم الإغاثة إلى المساهمة في التنمية، حيث تبدلت
الأوضاع الأمنية إلى الأفضل، وتوسعت الرقعة الزراعية بفضل نجاح مشروع حماية
الموسم الزراعي، بجانب الخطة المقترحة من قبل حكومة الولاية لتطوير وزيادة
الإنتاج الزراعي بشقيه الحيواني والنباتي، وزيادة كفاءة الأداء الحكومي.
وطالب المنظمات بضرورة التنسيق مع الوزارات والمؤسسات والهيئات الحكومية
في تنفيذ المناشط وفقاً لخطة الحكومة في مجال التنمية والخدمات.

الوالي بوقف توقيع أي اتفاقيات فنية بين الوزارات والهيئات والمؤسسات
الحكومية والمنظمات الدولية والوطنية قبل عرضها للوالي وإبداء رؤيته، ليتم
فيها تحديد المسؤوليات وسد الثغرات، وتفادي الاحتكاك بين الحكومة
والمنظمات، وتجاوز الشك وعدم الثقة.
وطالب
المنظمات الدولية بإشراك المنظمات الوطنية، ووضع تعاملاتها المالية تحت
سلطة وزارة المالية والاقتصاد والقوى العاملة شرطاً لقبول ممارستها نشاطها
الإنساني داخل الولاية.
وأبان
أن المرحلة تشهد متغيرات أمنية واقتصادية كبيرة بالولاية، تتطلب تغيير
نشاط العمل الإنساني من تقديم الإغاثة إلى المساهمة في التنمية، حيث تبدلت
الأوضاع الأمنية إلى الأفضل، وتوسعت الرقعة الزراعية بفضل نجاح مشروع حماية
الموسم الزراعي، بجانب الخطة المقترحة من قبل حكومة الولاية لتطوير وزيادة
الإنتاج الزراعي بشقيه الحيواني والنباتي، وزيادة كفاءة الأداء الحكومي.
وطالب المنظمات بضرورة التنسيق مع الوزارات والمؤسسات والهيئات الحكومية
في تنفيذ المناشط وفقاً لخطة الحكومة في مجال التنمية والخدمات.

He
noted that political will is now available on both sides to promote
mutual investment, pointing out the need to remove obstacles to
investment between the two countries.
Abdul
Rahman urged businesspersons in both countries to set up mechanisms for
partnerships under existing legislations and facilities provided by the
two governments.
He
said the joint high committee on economy has drawn up a plan a matrix
to follow up on economic issues such as customs, roads and ports in
addition to facilities for investments and trade exchange.
Muddathir
Abdul-Ghani, Minister of Investment, Head of Joint Ethiopian-Sudanese
Technical Committee, said the forum provide opportunity for making use
of investment potentials in both countries, adding that his ministry has
exerted considerable efforts over the past to pave the way for
investments and attract foreign investors.
For
his part, the Ethiopian Minister of Industry said economic ties between
the two countries will set an ideal for achieving the expectations of
the peoples in both countries in all fields.
He
confirmed his country’s readiness to play a major role in boosting
economic relations and encouraging investments, adding that Ethiopia is
currently is participating in Khartoum international affair; besides the
participation of private sectors in Sudanese commercial activities.

Rahman urged businesspersons in both countries to set up mechanisms for
partnerships under existing legislations and facilities provided by the
two governments.
He
said the joint high committee on economy has drawn up a plan a matrix
to follow up on economic issues such as customs, roads and ports in
addition to facilities for investments and trade exchange.
Muddathir
Abdul-Ghani, Minister of Investment, Head of Joint Ethiopian-Sudanese
Technical Committee, said the forum provide opportunity for making use
of investment potentials in both countries, adding that his ministry has
exerted considerable efforts over the past to pave the way for
investments and attract foreign investors.
For
his part, the Ethiopian Minister of Industry said economic ties between
the two countries will set an ideal for achieving the expectations of
the peoples in both countries in all fields.
He
confirmed his country’s readiness to play a major role in boosting

Yala and said at the time that "there is no big public health risk."
Infections
have been reported in 13 countries in the Americas, according to WHO,
as well as in Asia, and in Africa, from where it originated.

borders Colombia, which has so far reported more than 20,000 cases of
Zika, including 2,100 in pregnant women. Colombia is forecasting it will
see more than 650,000 infections.

وزير النقل السوداني، أن نهاية العام الجاري ستشهد حركة كثيفة للسكة
الحديد بدخول ستة قطارات دائرة الخدمة من بينها قطار عطبرة الذي يعمل الآن،
بجانب ثلاثة قطارات لمدينة ود مدني وقطار لبورتسودان وآخر لمدينة سنار.
واستعرض
وزير النقل والطرق والجسور السوداني، مكاوي محمد عوض خلال لقائه الرئيس
عمر البشير، يوم الإثنين بالقصر الرئاسي، خطة وزارته الاستراتيجية لتطوير
السكة الحديد والتي تبلغ مداها بحلول العام 2029.
وأشار
إلى أن الرئيس أكد اهتمام الدولة بتطوير قطاع السكة الحديد، ووجّه بعدد من
التوجيهات على أن تضمّن في الخطة الاستراتيجية للسكة الحديد.
وأعلن
مكاوي اكتمال كافة جوانب الخطة التي تهدف إلى ربط عواصم الولايات كافة
بالخرطوم، إلى جانب ربط البلاد مع دول الجوار، وأشار إلى أن ملامح الخطة
تتمثل في تحديث الخط القديم وإنشاء خط آخر مواز له، إلى جانب دخول قطارات
جديدة للنقل والركاب.
ونوّه
إلى استمرار العمل لتغطي السكة الحديد كافة مدن وقرى البلاد كما كان عليه
الحال، وقال مكاوي لا بديل للسكة الحديد إلا السكة الحديد لنقل البضائع
والركاب.
وأضاف
