They
affirmed that the programme is implemented by the support from Japan
and Spain in coordination with Sudan DDR Commission and related
ministries in Sudan.
According
to the UN officials the programme builds resilience of communities
through interventions like providing livelihoods and economic
infrastructure and promoting social cohesion across six states i.e.
three Kordofans, Blue Nile, White Nile and Sennar. The programme targets
the host communities which are struggling to host IDPs and refugees.
On
asking about the impact of this programme they said that the UNDP is
the lead agency for development and early recovery and supports the
government of Sudan to achieve sustainable development goals. Speaking
particularly about C2SP programme they said that already pilot projects
were carried and the results were very impressive. The project was able
to create sustainable livelihoods for the unemployed youth, provide
economic infrastructure in communities like integrated farms, poultry
farms, green houses, fishery value chains, bakeries etc., which helped
in stimulating the rural economy and generated additional employment. In
addition, the host communities gave temporary and seasonal employment
to IDPs and refugees so that they do not exclusively depend on relief
and also have a share in rebuilding the economy of host communities.
On
the duration of the project and its funding they said that the project
will last by the end of 2017, but the needs are immense. At the moment
Japan and Spain are contributing the programme and other donors are
requested to support this excellent programme.
They
affirmed that the project is one of the flagship programmes for UNDP
but they are planning to expand provided the success of the results as
this will encourage providing financial support from other donors
considering that the continuation depends upon the availability of
resources.

Asking
about the key factor for achieving such results under programme, the
two UN officials are in agreement that the UNDP supports the government
with all technical expertise required to plan, design and implement
these projects. Furthermore, the programme keeps the communities at the
core in implementing the programme. Communities form a committee and are
involved planning, designing and implementing the interventions.
Concerned ministries have also supported the interventions from the
beginning. It is an excellent partnership between communities,
ministries, federal government, NGOs and UNP that resulted in the
success of this project.
On
the sustainability of these projects they said that the UNDP has
ensured to advise the government on putting up structures and mechanisms
like community management committees, extensively trained to manage the
projects. In addition all governors have shown keen interest and
supported these projects. These projects not only sustained but
generated additional income in some cases. This income was used by the
communities to rehabilitate schools and clinics locally.
