Referendum on Darfur Permanent Status to Be Held in April - Rawan For Media Artistic and Production
The commission of Darfur referendum has announced in a press conference
yesterday organized by SUNA that the forthcoming April is the starting
point of voting on the administrative status to Darfur Region, whether
to be a region or states.
The
chairman of the commission Omer Ali Gama said that there will be 1400
constituencies throughout the region which is composed of 5 states and
63 localities. He assured that referendum is a constitutional right due
to item 75 of Doha Document for Peace in Darfur (DDPD), pointing out
that the establishment of the commission was based on the Presidential
decree NO. 49 in December 2015.
Omer
stressed the Darfur referendum is not for “self determination”, but it
is to settle the argument on the administrative system only.
He also affirmed the national and international organizations will monitor the process of referendum.
“The
regulations of the commission say the vote is only for registered
Darfurians and none Darfurians who resided in Darfur for 3 months prior
to registration” said Omer.
The
Rapporteur of the commission Dr. Adam Dalil Dam disclosed that the
coming February the commission will begin the registration process.
“On
Monday 8th of February we will start registration which continues for
15 days, on second of March the publication of registered list, on
second of April is the kicking of polling which closed on 13th of April
and the result will declared within a month” stated Adam who explained
that ballot paper are designed according the requirement of people to
facilitate polling for everyone.
According to article 105 of Sudanese election law foreign organizations are allowed to monitor the elections or referendums.
“There
commission includes taxation, immigration and passport police and
security body authorized to accept or reject the application of willing
organizations” added Ibrahim.
He
stated that the in case of choosing one region system, the commission
will submit the result to Darfur Regional Authority, the cabinet, the
Assembly and to president of the republic say the final decision.
It
is to be noted that the referendum is one of the main points in DDPD
which signed between the government of Sudan and Liberation and Justice
Movement (LJM) in July 2011 in Doha amid presence of regional and
international bodies.
